I would say research. If you're designing public policies, it's because you really need to understand the situations that are happening in the world in general or any topic. Research should be about being a researcher and also an analyst.
When you're an analyst, you need the minimum opportunities to get through any parts of operations or an industry in general. So when you are working with someone who is leading a team, that can give you a lot of knowledge that you can then apply for a position just like the one I have.
