The most important skills for a recruiter would be attention to detail. You're working with a lot of different legislation and regulations, especially with newer laws like pay transparency and equity. It's crucial to stay on top of these at all times.
Resourcefulness is also key. In addition to that, strong communication skills are essential. You don't have to have them perfectly from the start, but you certainly need to be willing to work on them.
I wasn't naturally a very good communicator, but because I love what I do and the impact I can have on people, I learned on the fly. Finally, you need to be able to balance many different opinions while still holding conviction for your own, especially when you know you're likely correct.
