In the public sector, working in government, not as a politician or in legislature, but in general government jobs, independent and self-motivated individuals are most successful. This is because it's easy to just sit back and coast along in your position, as government can be slow and low-stress.
However, to climb the ladder significantly, you have to be independent, self-motivated, and build strong networks with people. This means being an effective communicator, putting yourself out there, and going out of your way to grow skills in your role. It's about showcasing your abilities rather than just slowly working your way up.
