What is your biggest challenge in your role?
In government, there are several challenges. Obviously, at budget time, resources are limited. We use public funds, so we have to be very careful about how we use them and how we disclose them.
Everything is public record, the way it should be, because we're using taxpayer dollars. So we make sure that we maximize the utility of those dollars. It is not our money; it's borrowed money from the voters in California.
So the challenge is how do we deliver superior value while dealing with these constraints? How do we deliver on these high expectations while dealing with constantly changing legislation? Policies change all the time as election cycles come and go.
Also, there are different preferences from elected officials, and we need to adapt and change without losing sight of the goal, which is helping California businesses thrive. The challenge is not only the institutional arrangement and changing landscape but also the constraints of using public funds and public time.
Sometimes government takes a long time due to legal obligations. It's not as agile as I would like. But once you understand the process and why everything has to be documented publicly, then you understand why we need to be patient. Patience is a good trait to have when you're in government.
At the end of the day, we're doing good work trying to maximize the utility of these funds and trying to make an impact for society at large.
